Skills versus Talent

How does one distinguish between skills and talents of an individual?
My issue is that I need to employ talented people in my business but the CV's I receive contains lists of "skills" without reference top talent. The result is that I end up employing people who have the skill to do things (mechanically and according to established rules and practices) but I need intellectual, depth, insight, courage and ability to synthesise.

I am about to launch a new business coaching concept in South Africa, where we would assist businesses to break through the barriers of access to market, optimisation of costs, collective bargaining and few other performance enhancement strategies – but I need talent driven by passion not skills driven by trained behaviour.

Does anyone have any thoughts on this which we can share?
